Sun Village is right next door to Palmdale, east along Palmdale Boulevard toward Littlerock, but it is not in the city. It is unincorporated Los Angeles County. A Sun Village reroof goes through county Public Works instead of Palmdale Building and Safety, with the county's rules instead of Palmdale's D-17.
The rule that changes the most jobs is about tile. The county requires clay or concrete tile to be completely removed before a reroof with any material. So if your tile roof is tired and you are thinking about going to shingles to save money, the old tile still comes off and the deck is inspected bare. That is the right way to do it anyway; it is the only time anyone sees the deck.
If you have solar, the county also has a rule for putting the panels back after a reroof: they are reinstalled under LA County Building Code Section 1511.9. We handle the tile and underlayment; we don't do solar electrical work.
Gutters matter here too. In a fire hazard severity zone the county wants gutters and downspouts that are noncombustible, with an approved way to keep leaves and debris out. We clean and repair gutters as well as roofs, so it can be one visit.

Questions
Roofing Questions from Sun Village
Is Sun Village part of Palmdale for permits?
No. Sun Village is unincorporated Los Angeles County, so the reroof permit comes from county Public Works, through the Antelope Valley office in Lancaster.
Can I go from tile to shingles to save money?
You can, but the county requires all the old tile to come off first. The savings are in the material, not the tear-off.
Can you do the gutters on the same visit?
Yes. We clean and repair gutters, and we look at the fascia and drip edge behind them while we are up there.
