Short answerEight of the towns we serve are unincorporated Los Angeles County, and two are unincorporated Kern County. None of them has a city building department. A reroof in Quartz Hill, Littlerock, Lake Los Angeles, Acton, Agua Dulce, Leona Valley, Sun Village or Pearblossom is an LA County permit. In Rosamond or Mojave it is a Kern County permit.
Where do unincorporated Antelope Valley homes get roofing permits?
From LA County Public Works, Building and Safety, through its Antelope Valley office at 335 E Avenue K6 in Lancaster. Service and intake is (661) 524-2390.
The county lists those eight communities as unincorporated areas. Public Works provides building and safety for unincorporated Los Angeles County, so the permit and the inspections come from the county even when your mailing address says Palmdale or Lancaster.

Can a new roof go over old tile in LA County?
No. The county requires clay or concrete tile to be completely removed before reroofing with any material.
An existing roof may stay under a new one only when inspection finds no more than one layer of wood shingles, asphalt shingles, metal, mineral-surfaced rolled roofing or built-up roofing. All other coverings come off to the deck. If you are switching to metal, Department of Regional Planning approval comes first. If solar panels come off during the reroof, they are reinstalled under LA County Building Code Section 1511.9.

What do LA County fire zones require of a roof?
Where a home is in a fire hazard severity zone, a Class A roof covering, noncombustible gutters and downspouts with debris protection, and multi-pane skylights with at least one tempered pane.
Class A is tested to ASTM E108 or UL 790. Skylights can also be glass block, rated for at least 20 minutes, or meet SFM 12-7A-2. If you are replacing any of these in a fire zone, the replacement has to meet the rule.
