Do You Need a Permit to Reroof in Palmdale? How D-17 Works

The two inspections, the ladder rule, and what has to be on site.

Short answerIn Palmdale, a reroof is permitted work with two required inspections: a sheathing inspection once the old roof is off, and a final. The city's Policy D-17 spells out both, plus what the inspector needs to get on the roof and what paperwork changes hands at the end.

What inspections does a Palmdale reroof need?

A sheathing inspection after all the old roofing is removed and before any underlayment goes down, then the building and permit final. Both must pass before the permit is finaled.

The sheathing inspection is the one that shapes the schedule. The roof is stripped, the deck is bare, and nothing new goes down until the city has looked at it. That is the moment soft or broken decking gets found and replaced, so it is worth having.

Laying a second roof over a single existing layer is treated differently, but it is not a way around the city: Palmdale still inspects the conditions and materials before the new layer goes on.

How do you book a Palmdale roof inspection?

Through the Accela portal on the Building and Safety website. You pick a day from Monday to Thursday and a morning or afternoon slot.

The request has a comment box. Use it for anything that would stop an inspector getting to the roof: a locked side gate, a dog in the yard, a code for the gate. Permit applications go through the same Accela Citizen Portal, and Building and Safety answers questions at 661-267-5353.

What does the inspector need on site?

A ladder that reaches at least 36 inches above the roof, tied to the house and rated for 250 pounds, and the roofing material on site in its original packaging.

The packaging rule is about the energy code. The inspector reads the Cool Roof Rating Council rating and the Solar Reflectance Index off the label, so the bundles or tile pallets cannot be unwrapped and stacked without them.

On a tile roof, the permit holder may leave a pathway without tile so the inspector can walk to the areas they need to see.

What happens with smoke alarms at the final?

D-17 asks for the smoke and carbon monoxide alarms to be verified at the final, for example with the signed Smoke and Carbon Monoxide Alarm Verification form.

It is easy to forget because it has nothing to do with the roof. Check your alarms before the final.

Does Palmdale have cool roof rules?

Yes. The city's cool roof sheet places Palmdale in climate zone 14 and asks for roofing that is certified and labelled by the Cool Roof Rating Council.

The numbers themselves come from the state energy code, which we cover in our Title 24 cool roof guide. If you are outside city limits, in Quartz Hill or Sun Village for example, the county's rules apply instead; see permits outside the cities.
